A total of 48 Indian nationals continue to be lodged in foreign jails and deportation centres despite having served their term, including 40 in Bangladesh.

"As per available information, there are 48 Indian nationals who have completed their sentences and are waiting for completion of deportation formalities in foreign jails and in deportation centres," the External Affairs Ministry has told the Assurances Committee of the Rajya Sabha on information sought by Avinash Rai, an MP from Punjab.

Of these, 40 Indians are lodged in various Bangladesh jails, five in Myanmar, two at a deportation centre in Bahrain and one in Malaysia. About the reasons for delay in bringing them back, the Ministry said, "Some information was to be collected from Indian missions/posts abroad."

"The number of Indian nationals who have completed their jail terms in various jails in Bangladesh, as on date is 40. Since July 2014, out of 37 prisoners, 16 have been released and repatriated. 19 new convicted and undertrial prisoners who have completed their sentences have been added to the previous list of released prisoners," it further stated.

The Ministry said Indians Missions and Posts in these countries have been regularly taking up with the respective foreign governments the issue of early release of prisoners from jails and deportation centres. The Ministry said Indian missions and posts also provide air tickets for facilitating their return.

Sonam Kapoor will be seen in the biopic of Neerja Bhanot, a Pan Am cabin crew member who died saving passengers on a hijacked flight, and the actress says the flight attendant's story will inspire young women of the country.

Bhanot, the senior most flight attendant on board a Pan Am Mumbai-New York flight, was shot dead by terrorists, who hijacked the flight at Karachi in 1986, in her courageous bid to save the lives of passengers.

She became the youngest recipient of India's highest peacetime military award for bravery, the Ashok Chakra.

"I thought doing this film just reaffirms that it is about not bowing down. She (Neerja) had won the Arjuna Award for bravery and is the youngest and only female to win it. I think it's commendable. It is an inspiring story for me to do. I am blessed," Sonam told PTI.

The 30-year-old star chose to do the film because she felt young girls could imbibe the virtue of courage by watching the movie.

"The reason I chose to do this film is because I feel that girls need to have a lot of courage. I have a lot of it when I speak about certain things and when I have to stand up for myself. There were times when many people were advising me not to speak up for something that I believe was wrong," she said.

The Khoobsurat actress said that shooting of the biopic has been completed, but it is quite early to reveal much about it.

Directed by Ram Madhvani, the film also has veteran actress Shabana Azmi.

All you need to know about Nepal's first constitution

$

0

Nepal will adopt its first full democratic charter on Sunday, a historic step for a nation that has witnessed war, a palace massacre and devastating earthquakes since a campaign to create a modern state began more than 65 years ago.

Here are some facts about Nepal's first democratic constitution:

  • The constitution defines Nepal as a secular country, despite widespread protests for it to be declared a Hindu state.

  • A clause stating "Religious and cultural freedom, with the protection of religion and culture practiced since ancient times" has angered some people who say it favours Hinduism.

  • Proselytising remains illegal, reflecting fears of growing numbers of low-caste and other marginalized groups converting to Christianity.

  • Rights to citizenship were hotly debated during the drafting and critics say the constitution discriminates against women in terms of passing on citizenship.

  • The constitution is the first in Asia to specifically protect the rights of lesbian, gay, bisexual and transgender communities. The state and the judiciary are prohibited from discriminating against sexual and gender minorities.

  • The rhododendron is the national flower, and the cow remains the national animal after seeing off a charge from several lawmakers proposing the one-horned rhino.

All is well between Aishwarya and Madhur Bhandarkar

Director Madhur Bhandarkar, who was said to have a fallout with actress Aishwarya Rai Bachchan in 2011 over his film Heroine, says things are normal between them now and he is open to working with her.

Heroine had hit headlines after Aishwarya, who was signed to play the protagonist of his ambitious project, opted out due to her pregnancy. When asked Madhur on his current equation with Aishwarya, Madhur said, "It is nice... all good and normal. If there is an interesting script I would be okay to direct her. Yes, why not."

Heroine underwent quite a few hurdles as it was first offered to Kareena Kapoor Khan but after several meetings and discussions on the script, she had turned down the offer. However, exact reasons could not be known. Later, the role went to Aishwarya and the film was announced at the Cannes Film Festival in May 2011. The shooting was supposed to commence from June when Amitabh Bachchan broke the news of his daughter-in-law's pregnancy on a microblogging website.

The producers even took the decision to stall the project for the sake of Aishwarya's health. Almost at the verge of being shelved, Kareena was finally roped in for the film but it failed to register success at the box office. "With Heroine I wanted to show superstardom of an actress and her decline and what happens to her. I have no regrets to any of my films and I stand by them. Heroine was made at a budget of Rs 21 crore and it earned Rs 40 crore. I am happy with the way the film shaped up," the National Award-winning director said.

On Aishwarya's comeback film with Sanjay Gupta's Jazbaa, he said he liked the trailer and even tweeted about it. Madhur, known for making women-centric films, is excited for his upcoming movie Calendar Girls that depicts lives of five girls, who hail from different regions of India selected for an annual calendar shoot.

Calendar Girls is scheduled for release on September 25.

SFIO report on Kingfisher atleast six months away

$

SFIO is expected to take at least six months to complete its investigation into alleged fund diversions by the now defunct Kingfisher Airlines to other Vijay Mallya group companies.

As part of its investigation into the grounded carrier, the Serious Fraud Investigation Office (SFIO) has sought information from United Spirits Ltd (USL), which is now controlled by British liquor major Diageo.

Sources said that SFIO has started probing the matter of alleged fund diversions by Kingfisher Airlines to other group companies and is in the process of gathering information.

It would take at least six months for the agency to complete its investigation, they added.

SFIO comes under the Corporate Affairs Ministry.

Last year, the ministry had asked for a scrutiny of the financials of Kingfisher to ascertain whether the company had violated any provisions of the companies law, especially with regard to its accounting practices.

On September 15, United Spirits Ltd (USL) had informed stock exchanges that the SFIO has sought information from it about alleged fund diversions by Kingfisher Airlines.

"The SFIO noted that the company had conducted an inquiry wherein possible fund diversions were identified and requested some information from the company in relation to that," USL had said, adding that it was cooperating with the authorities in providing the required information.

USL had also come under the scanner of multiple regulators amid allegations of fund diversion from the company to some UB Group firms between 2010-2013.

In April this year, the board of United Spirits Ltd -- in which Diageo has bought a controlling 55% stake for about $3 billion -- asked Vijay Mallya to step down as the company's chairman after "various improprieties and legal violations" were found in a probe into loans worth Rs 1,337 crore given by USL to UB Group firms.

USL had said that an "inquiry" report submitted by its MD and CEO, which revealed that between 2010 and 2013, funds involved in many transactions were diverted from the company and/or its subsidiaries to certain UB Group companies, including in particular, Kingfisher Airlines.

Bogged down by mounting debt and operational woes, Kingfisher Airlines was grounded in late 2012. The carrier had accumulated losses of Rs 16,023 crore, while its net worth fell to a negative Rs 12,919 crore at the end of March 2013.

Aviation regulator DGCA (Directorate General of Civil Aviation) cancelled the licence of the carrier in December 2012.

Now, Yogi Adityanath wants AR Rahman to do Ghar Wapsi

A day after BJP MLA in Telangana urged VHP to reach out to more people like A R Rahman, controversy-courting BJP MP Yogi Adityanath has said that they would welcome AR Rahman to their fold under Ghar Wapsi.

Yogi Adityanath's comment comes in a backdrop to a fatwa issued against Rahman for composing the music for a film on Prophet Mohammad.

Mumbai-based Raza Academy had objected to the film- "Muhammad: Messenger of God" made by Iranian director Majid Majidi and issued a fatwa against Oscar-winner Rahman and Majidi, calling the movie against Islam.

According to a leading daily, Adityanath said, "The fatwa is ridiculous and Rahman could do a Ghar Wapsi if he wants and we are ready to welcome him wholeheartedly. This culture of fatwas should be stopped in the country."

Few days ago, Vishwa Hindu Parishad asked A R Rahman to re-convert to Hinduism, saying it was time for his "ghar-wapsi".

VHP joint general secretary Surendra Jain said Hindus will "welcome" the noted composer with open arms and alleged that he had converted to Islam for commercial reasons.

"I will appeal to Rahman he should return, he should do 'Ghar Wapsi'. The Hindu society is waiting for its son. We will not only welcome him with open arms but also ensure that no harm is done to him irrespective of how many fatwas are issued," Jain had told reporters on Wednesday.

Reacting to the fatwa, AR Rahman was quoted saying by ANI, "I am not a scholar of Islam. I follow the middle path and am part traditionalist and part rationalist: AR Rahman on Fatwa against him. I didn't direct or produce the movie "Muhammad (PBUH), Messenger of God. I just did the music My decision to compose music for this film was made in good faith and with no intention of causing offence."

A zookeeper has been killed in a "tragic incident" after being attacked by a tiger at a New Zealand zoo, police said on Sunday.

The staff member, reported to be a woman, was working at Hamilton Zoo about 520 kilometres north of the capital Wellington on the country's North Island, this morning when she was attacked by the animal.

"Sadly the staff member who was attacked by the tiger has died at the scene," New Zealand police's Senior Sergeant Juliet Burgess of Waikato District Command Centre said in a statement. "This is a tragic incident. It is too early to determine exactly what's happened. Hamilton Police are working with Hamilton Zoo staff and Worksafe NZ to investigate."

Sebi seeks stricter compliance with rating disclosure norms

$
0
0

In order to safeguard small investors' interest, regulator Sebi is planning to put in place a mechanism to ensure prompt and proper disclosure of changes in credit ratings of listed firms, especially those with bad debt.

It is also looking to revamp norms for credit rating agencies, including the possibility of asking them to disclose their rating actions directly through the stock exchange platform for the benefit of investors, sources said.

Sebi is already looking into possible lapses on the part of rating agencies in the wake of investors, including those investing through mutual funds, facing the brunt of huge debts turning sour for some listed companies.

Those under the scanner also include the promoters and the top management of the concerned companies, as also some banks who appeared to have sold distressed debt securities to mutual funds at cheaper prices to hedge their own positions without making proper disclosure about adverse rating actions on such corporate bonds.

Some mutual funds have complained to Sebi that rating agencies were being following a casual approach in their rating actions, including for the distressed debt securities.

Any change in the regulatory framework would take place only after thorough consultations with all the stakeholders, a senior official said, while adding that Sebi is of the view that there is also an urgent need to enforce the existing regulations for credit rating agencies including the requirements to thwart any conflict of interest on their part.

The official said Sebi is looking to bring in a greater level of transparency in the way credit rating agencies work, including in their adherence to 'Chinese Walls' like structures between their sales and research teams.

The proposed measures include checks against any possible manoeuvring by the rating agencies in favour of their major or preferred clients while assigning ratings to them.

At the same time, fears have also been raised in the past that bad ratings may be assigned to the entities that have either fallen out of favour with the rating agencies.

Sebi is looking to instil a greater level of confidence among investors although the regulations already require credit rating agencies to keep their sales and research functions completely separated by 'Chinese Walls' like structures, so that income received from their clients do not affect the ratings being assigned to them.

Credit ratings are indicative of the creditworthiness and potential credit risks associated with the entity being rated.

The rating agencies are regulated by Sebi, while ratings assigned by them are depended upon by both the borrowers and the lenders, when it comes to raising of funds from the capital markets.

The new listing regulations, which were notified by Sebi earlier this month, also make it mandatory for listed firms to disclose all rating actions involving them, including on their website and through stock exchange platform.

Listed companies also need to "co-operate with and submit correct and adequate information" to rating agencies.

The rating agencies also need to review the each rating assigned to a listed company with respect to non-convertible debt securities at least once a year.

The functioning of rating agencies has always been a matter of debate for possible regulatory violations, as the business model of such entities involves income realisation from the companies being rated by them.

The role of rating agencies becomes much more important during times of slowdown in macro-economic scenario, corporate earnings and the capital markets.

Industry experts say that Sebi already has a very strong set of regulations for such entities and the regulator has been very futuristic while framing these norms. However, changing business dynamics and the trends being witnessed in global markets require a fresh look at these norms.

In the developed markets of the US and Europe, a lot of regulatory thinking has gone into the potential safeguards against any possible manipulations by the rating agencies since the financial crisis of 2007-2008.

These entities had faced the brunt in a big way when many banks rated highly by them went bust during the crisis, resulting into the regulators across the world tightening their norms for such entities.

Dairy major Amul's Managing Director R S Sodhi has been given an extension for another five years.

The decision to extend the tenure of Sodhi was taken last week in a board meeting of Gujarat Cooperative Milk Marketing Federation (GCMMF), which owns Amul brand.

"Sodhi has done a good work as Managing Director of the company, so the board decided to extend his tenure for one more term of five years," GCMMF Chairman Jethabhai P Patel told PTI.

Patel added that Sodhi has done a remarkable job, especially in marketing. He has a long experience of working with the cooperative and had worked with Dr Kurien.

Sodhi was supposed to retire on December 31, after completing his term of five years. He has been working with Amul for the last 34 years.

He has done his MBA from the Institute of Rural Management Anand (IRMA) and started his career as Senior Manager Sales in Amul only.
Amul is one of the country's largest food product marketing organisation and had an annual turnover of Rs 20,733 crore in 2014-15.

Its daily milk procurement is about 14.85 million litres from 18,536 village milk cooperative societies, 17 member unions covering 31 districts, and 3.37 million milk producer members.

La Liga: Real Madrid edge Granada 1-0, Atletico win 2-0 at Eibar

$

Karim Benzema scored to help Real Madrid eke out a 1-0 win over Granada and take the overnight lead of the Spanish league, while Fernando Torres netted one goal and set up another to lift Atletico Madrid into second place.

Granada's disciplined defense and the solid goalkeeping of Andres Fernandez held Madrid in check while the visitors' attack matched their star-studded hosts chance for chance in an evenly-contested first half yesterday.

But Keylor Navas thwarted Granada's forward before Benzema tilted the match in Madrid's favor 10 minutes after halftime with a close-range header to put the Santiago Bernabeu crowd at ease.

Madrid have 10 points, one more than Atletico and Barcelona, who can reclaim the league lead against Levante today.

Torres and Angel Correa both went on as second-half substitutes and inspired Atletico to a 2-0 win at Eibar, leaving Diego Simeone's side ahead of Barcelona on goal difference.

Valencia drew 0-0 at home with nine-man Real Betis after Dani Ceballos saw his second booking in the 48th, as Betis held on to take points despite having a player sent off early for a second straight match.

Espanyol needed a 90th-minute header from Hernan Perez to secure a wild 3-2 win at 10-man Real Sociedad, whose Jonathas had leveled it 2-2 in the 86th. Sociedad had goalie Geronimo Rulli sent off with a direct red card for fouling Marco Asensio in the 41st.

In the capital, Madrid's Cristiano Ronaldo saw his scoring run end after eight goals in his previous two matches.

But Navas, who had been seconds away from being sent to Manchester United at the close of the summer window as part of Madrid's failed transfer for David de Gea, extended the club record to a fifth consecutive clean sheet.

"I had the chance to stay where I wanted to be and I will give it my all to remain here," Navas said. "It was complicated because you know it is an awkward situation. But that is the past and I try to focus on the present, which is all that matters."

REUTERS)

The son of the Syrian refugee tripped by a Hungarian journalist accompanied Ronaldo on the pitch before the match, receiving applause from the crowd. During that pre-game introduction, Madrid's and Granada's players wore t-shirts supporting the thousands of refugees fleeing to Europe from the Syrian war.

Madrid also invited his father Osama Abdul Mohsen and brother to the match. Osama Abdul Mohsen had arrived at the capital earlier this week after a Spanish football academy offered to help them rebuild their life.

Granada's promising performance was a surprise at Madrid, where last season it lost by the humbling score of 9-1.

Granada coach Jose Sandoval said his team had been motivated by tweets published by Madrid which had asked its supporters to guess how many goals the team would score.

"They showed a lack of respect for us, they underestimated us," Sandoval said. "I am pleased with the looseness my players showed today. If we had had some luck we could have gotten a different result."

The visitors' best opportunity came in the 20th when striker Youssef El-Arabi had a goal waived off for a questionable offside call.

Navas had his turn to rush out and smother Isaac Success' effort in the 39th. Success went close in the 53rd when he chipped the ball over the bar after El Arabi set him up.

The Nigerian forward was left to rue his miss moments later when Benzema broke the deadlock by nodding in Francisco "Isco" Alarcon's cross from inside the six-yard box.

"I would have liked to have scored more goals, but you have to give credit to Granada," said Madrid coach Rafa Benitez, who is undefeated in five matches at this new club.

At Eibar, Correa scored the first ball he touched in the 62nd, deftly separating from a defender to score after Torres chased down a long ball and laid off for the Argentine. Correa returned the favor by playing Torres through for him to lift the ball over sliding 'keeper Asier Riesgo in the 77th.

FY16 merchandise exports to see deep slide as commodity prices dip

$

India's merchandise exports will be between $265-268 billion in 2015-16, significantly lower than $310.5 billion in the previous fiscal, stung by the sharp erosion in commodity prices globally, according to Assocham.

The country's outbound shipments stood at around $314.4 billion in 2013-14, $300.4 billion 2012-13, and $306 billion in 2011-12.

"Indian exports had achieved a landmark of $300 billion in 2011-12 for the first time making the country a sizeable player in global exports.

"But the fall this year is going to be very steep," the chamber said.

Bulk of India's export basket comprises commodities, be it engineering goods (mostly iron ore/steel and other metals), or petroleum products, which have been hit in value terms.

However, the entire export drop is not coming around on the back of fall in demand for Indian goods only, it said.

The global merchandise economy has moved away sharply from a very high cost, ultra bullish commodity situation to a bearish and low cost situation where demand relates mainly to the actual consumption which is rather low key, Assocham pointed out.

The pricing power as was being mirrored in the futures trading markets all over the world turned out to be rather myopic and has totally disappeared, it said.

"Thus, there is no sentiment build-up around commodities and the demand is actually restricted to the real consumption.

Nobody is willing to bet for futures and thus there is a meltdown in prices," its analysis noted.

Donald Trump says not 'morally obligated' to defend Obama

$

Republican presidential frontrunner Donald Trump has said he was not morally obligated to defend Barack Obama after he let pass unchallenged a questioner's assertion that the US leader is a Muslim.

In a rapid-fire series of tweets, the billionaire real estate mogul on Saturday responded to a barrage of criticism of his handling of the Thursday incident, which came from Democrats and one fellow Republican candidate, New Jersey Governor Chris Christie.

"Am I morally obligated to defend the president every time somebody says something bad or controversial about him? I don't think so!" Trump wrote, ending an unusually long period of silence after he was largely quiet on Friday.

But later in the day, the bombastic businessman struck a different tone, acknowledging when asked that he would have "no problem" with appointing a Muslim American to his cabinet if he were elected. Trump, who helped fuel a "birther" movement in 2011 by repeatedly demanding Obama prove he wasn't born in Kenya, appeared to encourage a man at a campaign stop in New Hampshire Thursday after he made the incorrect assertion about Obama's faith.

"We have a problem in this country, it's called Muslims. We know our current president is one, you know he's not even an American," the unidentified questioner said. Trump chuckled and interrupted him to say, "We need this question. This is the first question."

Putting himself in Trump's shoes, Christie said he would have corrected the questioner and said: "No, the president's a Christian and he was born in this country." Hillary Clinton, the leading Democratic candidate, called Trump's handling of the incident "disturbing and just plain wrong," while White House spokesman Josh Earnest said it was no surprise because "the people who hold these views are part of Mr Trump's base."

Trump cancelled a campaign stop in South Carolina Friday after the flap broke. But on Saturday Trump did not back down, saying it was the first time in his life he had caused a controversy "by NOT saying something."

"If someone made a nasty or controversial statement about me to the president, do you really think he would come to my rescue? No chance!" he tweeted. "If I would have challenged the man, the media would have accused me of interfering with that man's right of free speech. A no win situation!"

Congress leader Raj Babbar on Sunday alleged that Prime Minister Narendra Modi's 'Mann ki Baat' programme has not benefited the nation as he gives fake assurances to the people every time he speaks.

"This is Prime Minister's 12th 'Mann ki Baat' but it has not benefited the people. Every time he speaks, he gives some fake assurance to people," Babbar told ANI. The actor-politician further said the development of this country will only take place by working towards it and not just by speaking.

Addressing the nation in the 12th edition of his 'Mann ki Baat' programme, Prime Minister Modi earlier said that people's power is of great significance in a democracy. "Various departments of the government analysed the suggestions given by the people," he said.

In the last editions of the programme, he had addressed farmers, students, teachers and spoken on various issues including doing away with interviews for junior level recruitment to remove corruption, declining sex ratio and high rate of casualties in road accidents.

Luke Shaw has received a visit from PSV Eindhoven defender Hector Moreno, whose challenge in Tuesday's Champions League tie broke the Manchester United fullback's leg in two places.

Moreno was accompanied on Friday by PSV coach Phillip Cocu at the hospital in Geldorp, where Shaw underwent surgery directly after being admitted.

"We first asked whether Shaw would meet us, which he wanted to," Cocu told Dutch media on Saturday. "We offered him the help of PSV should he need anything in relation to his recovery."

Cocu said the incident had weighed heavily on Mexican international Moreno, who suffered a broken leg of his own at last year's World Cup in Brazil.

"It has affected him, it has affected the others and it has affected me," Cocu told reporters. "Hector is really distressed his opponent was so badly hurt."

Cocu also defended his player, saying he had no intention of injuring the Manchester United man. Moreno issued an apology the day after the game.

Shaw, 20, was injured under a challenge from Moreno as he stormed into the penalty area in the 15th minute of PSV's 2-1 win in their Group B opener.

The game was stopped for eight minutes while medical staff attended to the England international, who was then carried off on a stretcher with an oxygen mask strapped to his face.

On Friday, Manchester United manager Louis van Gaal said he took heart from Shaw's positive attitude.

"Amazing for me. Big surprise," said Van Gaal. "It is not easy, but his family is there. We have sent people to him. There is still a long way to go."

Young Punjab all-rounder Gurkeerat Singh today earned his maiden call-up into the Indian ODI team while Karnataka left-arm seamer Srinath Aravind was a surprise inclusion in the T20 squad picked by the selectors for the limited overs leg against South Africa.

The Sandeep Patil-led selection committee announced the teams for the three T20s and the first three One day Internationals against the Proteas starting October 2 at Dharamsala.

Limited overs captain Mahendra Singh Dhoni was back at the helm while senior off-spinner Harbhajan Singh was retained in the T20 squad for his consistent show during the tour of Zimbabwe.

However, left-arm spinner Ravindra Jadeja was once again ignored as the selectors decided to persist with young Axar Patel. Leg-spinner Amit Mishra's good show against Sri Lanka was also rewarded as he found a place in both the squads.

Opener Shikhar Dhawan, recuperating from a hand fracture he suffered during the first Test against Sri Lanka last month, was also included in both the squads.

After being rested for the Zimbabwe tour, seniors such as Virat Kohli, Rohit Sharma, Ravichandran Ashwin and Suresh Raina were automatic selections in both squads and so were the likes of Ambati Rayudu and Mohit Sharma.

While Umesh Yadav has been included in the ODI squad, Varun Aaron was not considered for selection in any of the squads.

Squads:

Congress in Uttar Pradesh on Sunday issued a legal notice to Union Minister Smriti Irani over her "false and malicious" allegation that Rajiv Gandhi Charitable Trust has grabbed land of farmers in Amethi, the Lok Sabha constituency of Rahul Gandhi.

In the notice, Irani has been accused of making "false and malicious" allegations against RGCT as also the Congress party in her two public utterances. The lawyer of the Uttar Pradesh Congress Committee told Irani that the Congress party has been accused by her of maintaining silence when an organisation closely linked to the party is alleged to have been a land grabber which has usurped agricultural lands belonging to farmers in Amethi.

Detailing the facts of the case, the lawyer has told the Union Minister that "by attacking this entire process of transfer of land to our clients, the effect is to undermine and declared as mala fide a transaction sanctified by the court."
Asking the Union Minister to cease and desist from making any such imputations against the party, the lawyer Prashanta Chandra Sen told her that his client will have "no option" but to pursue appropriate legal remedies, both civil and criminal, if she failed to do so.

HRD Minister Smriti Irani has now responded to the notice.  She has challenged Rahul Gandhi to put her behind bars and vowed to fight for rights of people of Amethi from there.

Irani had unsuccessfully contested against Congress Vice President Rahul Gandhi from Amethi in the last Lok Sabha polls.
